Shockingly, almost 50% of these projects have been given to a single contractor called Karnataka Rural Infrastructure Development Ltd. (KRIDL) without any tendering process!
Clause 4(g) of Karnataka Transparency in Public Procurements Act is meant for providing specific exemptions to projects on an exceptional basis. However, this clause is abused year after year by every party to give thousands of crores of projects to KRIDL, violating norms and giving rise to corruption and misgovernance!

ಬೆಂಗಳೂರಿನ ಪ್ರಿಯ ನಾಗರೀಕರೇ,
ಬೆಂಗಳೂರು ನವನಿರ್ಮಾಣ ಪಕ್ಷವು, ಬಿ ಬಿ ಎಮ್ ಪಿ ಯು ಕಳೆದ 5 ವರ್ಷದಿಂದ 198 ವಾರ್ಡ್ಗಳಲ್ಲಿನ ವಾರ್ಡ್ ಮಟ್ಟದಲ್ಲಿ ಅನುಮತಿ ನೀಡಿರುವ ಎಲ್ಲಾ ಯೋಜನೆಗಳ ಅಧ್ಯಯನವನ್ನು ಕೈಗೊಂಡಿದ್ದು, ಕಳೆದ 5 ವರ್ಷದಲ್ಲಿ ಅದಾಂಜು 21,653 ಕೋಟಿ ರೂಪಾಯಿ ಮೌಲ್ಯದ 63,629 ಯೋಜನೆಗಳಿಗೆ ಅನುಮೋದನೆ ನೀಡಿದ್ದು, ಈ ಪೈಕಿ ಕೇವಲ 1೦,೦18 ಕೊಟಿ ಮೌಲ್ಯದ 28,314 ಯೋಜನೆಗಳು ಮಾತ್ರ ಕಾರ್ಯ ರೂಪಕ್ಕೆ ಬಂದಿದ್ದು, ಕೆಲವು ಮುಗಿದಿದ್ದು, ಇನ್ನು ಕೆಲವು ಕಾರ್ಯ ನಡೆಯುತ್ತಿವೆ.
ಈ ಯೋಜನೆಗಳ ಪೈಕಿ, ಸುಮಾರು 4721 ಕೋಟಿ ಬೆಲೆಯ, ಶೇಕಡ 5೦% ರಷ್ಟನ್ನು, ಎಲ್ಲ ರೀತಿಯ ನಿಯಮಗಳನ್ನು ಕಡೆಗಣಿಸಿ, ಒಬ್ಬರೇ ಗುತ್ತಿಗೆದಾರರಿಗೆ ನೀಡಲಾಗಿದೆ.
ಕೆ ಟಿ ಪಿ ಪಿ ಎ ೪(ಜಿ) ಷರತ್ತನ್ನು, ಕೆಲವು ವಿಶೇಷ ಸಂಧರ್ಭ ಗಳಲ್ಲಿ, ಟೆಂಡರ್ ಪ್ರಕ್ರಿಯೆಗೆ ಉಂಟಾಗಬಹುದಾದ ಅನಾನುಕೂಲತೆಯನ್ನು ಹೋಗಲಾಡಿಸಲು ಉದ್ದೇಶಿಸಿ ಸೇರಿಸಲಾಗಿದೆ.ಆದರೆ ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ, ವರ್ಷಂಪ್ರತಿ, ಅಧಿಕಾರದಲ್ಲಿದ್ದ ಎಲ್ಲ ಪಕ್ಷಗಳೂ, ಕೆ ಆರ್ ಡಿ ಐ ಎಲ್ ಗೆ ಸಾವಿರಾರು ಕೋಟಿಯ ಯೋಜನೆಗಳನ್ನು ಣೀಡಲು, ಎಲ್ಲ ನೀತಿ ನಿಯಮಗಳನ್ನು ಗಾಳಿಗೆ ತೂರಿ, ಭ್ರಷ್ಟಾಚಾರ ಮತ್ತು ಆಡಳಿತ ದುರುಪಯೊಗಕ್ಕಾಗಿ, ಈ ಷರತ್ತಿನ ಉಪಯೋಗ ಪಡೆದಿವೆ.
